What are the scriptural qualifications for citizenship in this spiritual kingdom, for brotherhood in the family of the faithful? These conditions are four:
1.  A regenerate heart – Spiritual qualifications (John 3:7), (Rom 1:7), (Rom 6:20, 22), (1 Cor 1:2), (1 Peter 2:5, 9).
Saint - Chasid means “to be kind or merciful.” These are qualities of God. Thus, chasid people are godly people because they reflect His character. Saints praise the Lord for His lifelong favor (Ps. 30:4), rejoice in goodness (2 Chron. 6:41), and know that God keeps their paths (1 Sam. 2:9). God’s encounter with His people through the covenant enables them to walk as His saints.
Biblically, though, the term saint is correctly applied to anyone who believes Jesus Christ is Lord. To believe in Jesus demands obedience and conformity to His will. A saint bears true and faithful witness to Christ in speech and life-style. To be a saint is a present reality when a believer seeks to let the Spirit form Christ within (Rom. 8:29Gal. 4:19Eph. 4:13
2.  A confession of faith – Moral qualifications (expectation) A professed faith and a consistent Christian life (Rom 10:10).
3.  The reception of baptism – Ritual or the ceremonial qualification (an act of obedience in God’s plan) Mark 16:16, 1 Peter 3:21
4.  A Christian life. (Col 3:1-3), Romans 6:1-6

What the Church Owes to its Members
The church should consider that each member is a soul entrusted to it for development, protection, and preparation for the kingdom of heaven.  The church, therefore, is duty bound to furnish the best possible
1.  Public instruction in the Gospel, (Matt 28:20),
2.  Training for service; (2 Tim 2:15, Hebrews 5:12)
3.  Compassion for the members, John 13:34, Romans 13:8, 1 Peter 1:22
4.  Discipline out of love according to the laws of Christ.  Personal Matt 18:15-17, Scandal 1 Cor 5:1-11

Every believer in Christ is under obligation, in accordance with the Church Covenant, Providence permitting, to unite with some church since it is an institution ordained by Him; the neglect of it dishonors Him.  As each church has its own special field, it is entitled to the membership of all believers who live within its natural boundaries unless special reasons exist for membership elsewhere.  Every member is required to fulfill, to the extent of his ability, all of the covenanted obligations he assumed on becoming a member. 
The church, thereby, is entitled to the service thus promised:
